Feasibility Studies provide the preparatory framework to identify, analyse and define new potentially sustainable applications and services within the ARTES 20 IAP programme. They have to be compliant with the following requirements: they are user driven, they benefit from the integrated use of multiple space assets and the tenderer intends to pursue a demonstration project after successful completion of the feasibility study.
The ARTES 20 IAP Feasibility Study is likely to run at least 6 months but shall not run longer than 12 months. The duration depends on the complexity of the activity and the degree of upfront buy-in by user communities and other partners.
Assuming the Feasibility Study is successful, it is expected that it evolves into a Demonstration Project, the final target being the implementation of a commercial service.
TENDER INFORMATION
Responding to the ARTES 20 IAP Call for Proposals involves the submission of an Outline Proposal. First the basic idea is iterated between an interested consortium and the related user community and then submitted as an Outline Proposal.
Received Outline Proposals are then subject for evaluation by ESA in order to assess the compliance of proposed activities with the selection criteria of the IAP programme. Following approval, applicants are invited to submit Full Proposals in a given timeframe.
The submission of the Full Proposal initiates the evaluation process according to ESA regulations and procedures. Due to the direct negotiation character of the proposal, shortcomings of the proposals trigger clarification and iteration loops with the involved consortia. Only the positive conclusion of the proposal evaluation results in a negotiation meeting and contract award.
